I dont think a tumor on the pancreas would affect regulation because dogs in most cases are type one diabetics and don't naturally produce insulin in general and completely dependent on injected...

Have had a similar experience with better sugar with an older vial compared to new . Some have said the opposite . My theory is the insulin may become more potent as there becomes less in the vial ....

If its taking one unit of r to bring blood sugar down into the 300s you may need 4 to 5 units of NPH to do the same . It is worrisome to raise a dose to a higher level from a lower regulated level...

Levemir is usually not appropriate for smaller dogs like your baily . Its not impossible to regulate but extremely difficult because like you said its 4 times more potent than the other human insulin...
