I can make one suggestion. There is an industrial product that you have to buy at Grainger. It is recommended by my contractors (in real estate by trade). it get's smell out completely. (pee smell that is.) The dog is going back to mark. If you have to sell house (it might be easier to just pull rugs up and spray on this product full strength.) it's on clearance right now too. Good price. Really works. Full strength if you are spraying your floors under carpet. You can dilute it if using it for wiping up. I have 3 dogs and have used this for years with positive results.
If you are replacing carpets, have the rugs removed and spray on full strength and let dry. It will save a lot of money if you have to replace floor boards. You might have to do it more than once. Did it when I sold my house. Then replaced with good pad and cheap carpet. That is what the professional carpet guys told me and it worked out well at much less cost.
Can you confine him to an area? At least until he goes?
With our cat who often misses the cat box and goes a lot because of kidney issues, we have had good success with large heavy duty disposable drop cloths for painting that we get at Lowes. They cover large areas and are impressively absorbent. You could limit him to an area covered with one of those.
Is he marking like territorial or drinking a lot and just relieving himself?
